At the end of November 2017, there were 313 Palestinian children held as 'security prisoners' in Israeli prisons. 51% of children were detained inside Israel in violation of the Fourth Geneva Convention. Also in this issue: In 2017, 61% of child detainees were unlawfully transferred and detained outside the West Bank; 21,000 Palestinian detainees have been unlawfully transferred since the Office of the Prosecutor at the ICC initiated a Preliminary Examination; no military liaison officer appointed on child detention after 12 months; and two-thirds of Palestinian minors testify to abuse in detention.
