Military Order 1754 comes into effect

[June 2015] - Military Order 1754 comes into effect in the West Bank today. The order incorporates the general part of the Israeli civilian Penal Law into Israel military law. Although the order is unlikely to have a significant impact it does provide confirmation regarding certain definitions and principles where before there was ambiguity.

No to segregated buses; yes to segregated courts

[May 2015] - On Wednesday, 20 May 2015, the Prime Minister of Israel announced the freezing of a plan to segregate passengers on buses travelling in the West Bank based on their race or national identity. The Defence Minister made it clear that this is a temporary suspension and not a cancellation.

Is UNICEF lending its name to a public relations exercise?

[May 2015] - The Israeli Ministry of Foreign Affairs recently issued an invitation to a roundtable on 19 May 2015 to discuss Minors in the Military Justice System in the West Bank. All of the active participants in the roundtable with the exception of UNICEF are Israeli military and civilian officials.

Children prevented from effectively exercising legal rights

[April 2015] - This month, MCW documented a case in which a minor was provided with a written document which included information about his legal rights whilst in custody. This follows a 2013 UNICEF recommendation that all children should be provided with written information about their rights.

Rome Statute enters into force in Palestine

[April 2015] - Following Palestine's accession on 2 January 2015, the Rome Statute entered into force for Palestine on 1 April 2015. Palestine accepted, by a means of declaration under article 12(3) of the Statute, that the ICC has jurisdiction for crimes committed on Palestinian territory since 13 June 2014.
