Detention figures – According to data issued quarterly by the Israeli Prison Service (IPS), as of 30 September 2022, there were 4,529 Palestinians (West Bank, East Jerusalem, Gaza) held as “security prisoners” in detention facilities including 129 children (12-17 years). In the case of children there was an 4 percent increase in the number compared with the previous month and an annual decrease of 12 percent compared with 2021. Seven children were held in administrative detention. According to the IPS, 68 percent of child detainees were transferred to prisons inside Israel in violation of the Fourth Geneva Convention and the Rome Statute of the International Criminal Court. More statistics

Military courts ban outside observation of minors - Prior to the Covid Pandemic, public access to hearings involving minors in the military courts was generally permitted, subject to the consent of the child's parents. Since September 2022, MCW has observed a change in policy at Ofer military court whereby non-family members are being excluded from the hearings of minors against the express wishes of parents. For instance, on 23 November 2022, a delegation from the UK parliament was excluded from a hearing as was a delegation of Canadian diplomats on 12 December 2022. On both occasions the only reason the military judge provided to justify exclusion was that she was following the directions of a superior officer, the President of the court. Read more

A mother's testimony - On 12 October 2022, Israeli soldiers entered a home in Beit Sira at 3:30 a.m. and arrested a 13-year-old boy. Beit Sira is located close to a number of Israeli settlements and roads used by the settlers. "I woke up to loud banging at the front door and the sound of my daughter franticly calling me. It was around 3:30 a.m. My husband and I got up to see what was going on. Then we heard footsteps in the stairwell and a voice shouting “open up, it's the army”. My husband, who was still in his boxer shorts, opened the front door and around eight Israeli soldiers entered our home. They had broken open the door downstairs with a sledge hammer before coming up to our apartment. More soldiers surrounded our house outside. Read more

A child's testimony - On 3 October 2022, a 14-year-old minor from Beit Sira was arrested by Israeli soldiers from home at 4:00 a.m. He reports briefly consulting with a lawyer prior to interrogation but not being informed of his right to silence.  "Israeli soldiers raided our home at around 4:00 a.m. They blew open the front door with an explosion and stormed in. It cost us NIS 1,900 to fix the door. Many soldiers entered and spread out all over our house. They took our telephones and identity cards. Then one of the soldiers told my mother they were looking for Mustafa. My mother told him Mustafa was her husband but he died 10 years ago. Then the soldier checked the annex in my mother’s identity card, made some phone calls and then told her they wanted to arrest me." Read more
