Newsletter - October 2022

Detention figures – According to data issued quarterly by the Israeli Prison Service (IPS), as of 30 September 2022, there were 4,529 Palestinians (West Bank, East Jerusalem, Gaza) held as “security prisoners” in detention facilities including 129 children (12-17 years). In the case of children there was an 4 percent increase in the number compared with the previous month and an annual decrease of 12 percent compared with 2021. Seven children were held in administrative detention. According to the IPS, 68 percent of child detainees were transferred to prisons inside Israel in violation of the Fourth Geneva Convention and the Rome Statute of the International Criminal Court. More statistics

1,000 testimonies and counting -  Since UNICEF concluded nearly 10 years ago that the ill-treatment of children held in Israeli military detention "appears to be widespread, systematic and instutionalized", Military Court Watch (MCW) has collected over 1,000 testimonies from detained minors. One factor over 90 percent of child detainees have in common in the past 10 years is that they live within approximately 1 kilometer of an Israeli settlement (or related infrastructure) built in violation of the Fourth Geneva Convention - the same Convention Israel relies on to justify prosecuting these children in military courts. Meanwhile a number of Western Democracies continue to oppose legal accountability. Read more

UN votes to ask the International Court of Justice's opinion on legality of Israeli occupation - A United Nation’s committee has convened to debate whether to ask the International Court of Justice (ICJ) to provide an opinion on the legal status of the occupation of the West Bank and Gaza after 55 years. Ultimately 98 countries voted in favor, 17 against with 52 abstentions. The General Assembly is expected to pass the resolution by a solid majority when it meets in two weeks. The 17 countries seeking to block this rule of law measure included: Israel, Liberia, US, Micronesia, Germany, Palau, Italy, Canada, Nauru and Australia. It is 18 years since the ICJ last issued an opinion on Palestine relating to the construction of the Wall. Read more

A child's testimony - On 20 January 2022, a 16-year-old minor from Beit Fajjar was arrested by Israeli soldiers from home at 2:30 p.m. after they threatened to take his father hostage. He reports being held in solitary confinement for 12 days in Etzion interrogation centre. "Israeli soldiers raided our home at around 2:30 in the afternoon. I was at the barber’s shop having a haircut at the time. They searched our house for weapons but did not find anything. They smashed our furniture, dumped our clothes on the floor, broke doors and turned our home into a mess. They did not leave anything unturned. Then they told my family they wanted to arrest me. The commander phoned me and told me he was going to arrest my father if I did not turn myself in." Read more
